Registration Authority

IEEE offers Registration Authority programs or registries which maintain lists of unique identifiers under standards and issue unique identifiers to those wishing to register them. The IEEE Registration Authority assigns unambiguous names to objects in a way which makes the assignment available to interested parties.

PROVIDER SERVICE IDENTIFIER (PSID): IEEE Std 1609.3™-2007

An application or service installed in a WAVE roadside equipment (RSE) in a typical WAVE system implementation would be identified by its unique PSID. This application or service is announced in a WAVE short message (WSM) to vehicles within the communication range of an RSE.

The applications or services announced by the RSE to passing vehicles identified as potential "users" of the applications or services. The RSE transmits, for example, every 100ms, an announcement message that identifies applications that it hosts.

The vehicle's onboard unit (OBU) passing the RSEs compare the list of services provided with the services installed in the vehicle. For registered PSIDs, when the PSID in the OBU matches the announced RSE PSID, there is a match and the OBU in the vehicle is in communication with the RSE. When the PSID is not registered or when there is no PSID match, there is no further communication between the OBU and RSE for the unregistered and unmatched PSIDs.

A similar example can be described for OBU to OBU communications whether RSEs are within range and are broadcasting, or not. An OBU may also send a WAVE service message announcing services as described in the instance of the RSE to OBU case above.
