This amendment applies modifications to IEEE 2800-2022 to help reduce potential technical barriers to IBRs/CBRs containing grid-forming equipment where justified considering power system reliability and security needs. Grid-forming (GFM) equipment that does not interface with the power system via power electronics is not in the scope. This amendment also corrects editorial errors that have been identified throughout the document.

Standard for Interconnection and Interoperability of Inverter/Converter-Based Resources (IBRs/CBRs) Interconnecting with Transmission Electric Power Systems
This standard establishes the required interconnection capability and performance criteria for inverter/converter-based resources interconnected with transmission and sub-transmission systems. The standard defines performance requirements for reliable integration of inverter/converter-based resources into the bulk power system, including voltage and frequency ride-through, active power control, reactive power control, dynamic active power support under abnormal frequency conditions, dynamic voltage support under abnormal voltage conditions, power quality, negative sequence current injection, and system protection. The standard also addresses isolated inverter/converter-based resources that are interconnected to an AC transmission system via a dedicated voltage source converter high-voltage direct current (HVDC-VSC) transmission facilities; in these cases, the standard applies to the combination of the isolated IBR/CBR and the HVDC-VSC facility and does not apply to the isolated IBR/CBR unless they serve as a supplemental IBR/CBR device that is necessary for the IBR/CBR generating facility with HVDC-VSC to meet the requirements of this standard at the reference point of applicability.

Recommended Practice for Functional Capabilities and Performance of Grid Forming Equipment in Inverter-Based Resources (IBRs) / Converter-Based Resources (CBRs)
This recommended practice complements IEEE Std 2800. This document establishes a framework recommending technical minimum functional capability and performance requirements as well as model-based test procedures and test criteria for grid-forming equipment used in inverter/converter-based resource (IBR/CBR) plants. It applies to IBRs/CBRs of any scale that are connected to and operate in parallel with electric power systems. Grid-forming (GFM) equipment that does not interface with the power system via power electronics is not in the scope. This recommended practice specifies capabilities and performance requirements; actual utilization of these capabilities in any given application is outside of the scope of this standard.

IEEE Draft Recommended Practice for Test and Verification Procedures for Inverter-based Resources Interconnecting with Bulk Power Systems
This document defines recommended practices for conformity assessment procedures that should be used to verify plant-level conformity with IEEE Std 2800 for IBR plants interconnecting with a bulk power system. The document applies to IBRs in transmission and sub-transmission systems, as defined by the connecting utility. The document may also apply to isolated IBRs that are interconnected to an alternating current (AC) transmission system via dedicated voltage source converter high-voltage direct current (VSC-HVDC) transmission facilities, e.g., offshore wind farms. This recommended practice complements the IEEE 2800 test and verification framework with specifications for the equipment, conditions, tests, modeling methods, and other conformity assessment procedures that should be used to demonstrate conformance with IEEE 2800 technical minimum requirements for interconnection, capability, and performance of applicable IBRs.
