A mixed-methods research report exploring the development and adoption themes of IEEE Sociotechnical Standards (STS) is presented in this white paper. Nine STS were explored through qualitative interviews with working group members and through analysis of quantitative engagement metrics. A requirement to strengthen the early feedback and validation mechanisms during the development process and to introduce clear post-publication outreach and marketing mechanisms is proposed by the authors. An STS adoption-diffusion pathway is reported, which presents the observed process by which an STS moves from awareness and legitimizing through to adoption. These observations are discussed in the context of informing best practice for the development and adoption of STS.
