Guide for General Requirements of Distribution Substations Up to 35 kV in Near-Zero Carbon Industrial Facilities

This document specifies the terminology, full lifecycle principles, and basic requirements for the carbon emission management, clean energy utilization, and system coordination of distribution substations (35 kV and below) in near-zero-carbon industrial facilities. Near Zero is defined as a state where greenhouse gas emissions are reduced by at least 90% below the baseline by direct mitigation techniques.
