Based on a shared responsibility approach between power producers and consumers, the guide proposes fundamental principles for apportioning responsibilities for electric power related carbon emission. The guide takes into account the real-time supply-demand relationship in the power system and applies to consumers connected to the public grid. By considering the composition and real-time output of fossil fuel-based power units and renewable energy units on the power supply side of the public grid, the guide defines a dynamic method for accounting the responsibility of electricity consumers for carbon emission method.
