This standard specifies methods for evaluating and attributing errors in wind power forecasting, including the construction of an overall error metric system, multi-dimensional performance characterization, and error decoupling procedures along the forecasting chain. It establishes an evaluation indicator system that covers both general and risk-sensitive scenarios, and clarifies the selection, calculation, and applicability of error metrics. The standard provides a multi-dimensional evaluation framework to assess model performance under varying conditions–such as different levels of numerical weather prediction (NWP) error, power fluctuation intensity, and forecasting horizons, thereby revealing model stability and applicability boundaries. In addition, the standard introduces a structured error attribution mechanism that encompasses weather uncertainty, data uncertainty, wind-to-power conversion uncertainty, and model-related uncertainty, enabling quantitative analysis of each source's contribution to the overall forecasting error and enhancing the interpretability, comparability, and optimizability of wind power forecasting systems.
