Guide for Operationalizing Age-Appropriate Design in Online Services Likely to Be Accessed by Children

Aligned with the principles of IEEE Std 2089, this guide provides service-level implementation approaches, use-case-based operational profiles informed by global real-life examples, and illustrative documentation and review artifacts for designing, delivering, and governing online services likely to be accessed by children. The scope is organized into five operational domains: 1. assessment, including identifying whether a service is likely to be accessed by children, user research, and risk identification; 2. design, including service requirements definition, interaction and content design, privacy and data protection by default, engagement features, and recommender system features; 3. implementation, including applying age-appropriate design practices in service delivery across the service life cycle; 4. governance, including organizational governance practices and adaptation to jurisdiction-specific legal and regulatory requirements; and 5. assurance, including illustrative documentation and review artifacts, feedback and redress mechanisms, and related review activities. Illustrative use cases may cover different online service scenarios to show how organizations may translate age-appropriate design principles into practical actions while adapting to jurisdiction-specific legal and regulatory requirements. This guide does not specify jurisdiction-specific legal obligations or detailed technical requirements for age verification, terms and conditions, parental consent, online gaming guardianship systems, child or student data governance systems, or AI systems as such.
