Recommended Practice for the Governance of Autonomous Artificial Intelligence (AI) Agent Systems

This recommended practice provides guidance for the design and assessment of systems that govern autonomous Artificial Intelligence (AI) agents through the enforcement of organization-defined legal, regulatory, and contractual policy constraints. The recommended practice defines architectural recommendations, design invariants, and assessment criteria that support auditable and explainable decision-making, independent defense-in-depth safety controls, and resilience of such controls during network degradation, partitioning, and failure. The recommended practice applies to systems in which AI agents make decisions autonomously, at scale, and across multiple jurisdictions, such as retail, financial services, healthcare, and logistics domains. The recommended practice does not prescribe specific implementation technologies or vendor solutions, particular AI models or inference engines, or domain-specific regulatory or legal interpretations.
