The function sem_open is required to return -1 and set errno to ENOSPC when "there is insufficient space for...". It is unclear whether insufficient memory problem should belong to this case, or if returning an error of ENOMEM is allowed.

Be more specific in the ENOSPC error description. For example, change the line 39910 to: [ENOSPC] There is insufficient space on a storage device for the creation of the new named semaphore. And then add a new line below: [ENOMEM] There is insufficient memory for the creation of the new named semaphore.
