This standard specifies IEEE 802? media access-independent mechanisms that optimize handovers between heterogeneous IEEE 802 systems and between IEEE 802 systems and cellular systems.

Amendment to IEEE Std 802.21-2008. Extensions to IEEE Std 802.21-2008 are provided for security mechanisms to protect media independent handover services and mechanisms to use MIH to assist proactive authentication to reduce the latency due to media access authentication and key establishment with the target network.

Amendment to IEEE Std 802.21-2008. Extensions to IEEE Std 802.21(TM)-2008 for handovers with downlink only technologies is discussed in the amendment.

Additional IEEE 802(R) media access independent mechanisms that optimize handovers between possibly heterogeneous IEEE 802 systems and between IEEE 802 systems and cellular systems to enable improved handover performance for single-radio devices are specified in this standard.

Mechanisms to enable multicast group management for MIH services is specified in this standard. The specification defines management primitives and messages that enable a user to join, leave or update group membership and security mechanisms to protect multicast communication.

Several use cases and services are defined, namely, handover between heterogeneous networks, home energy management system, software-defined radio access networks (SDRANs), radio resource management (RRM), and device-to-device (D2D) communication service that need to be implemented in conjunction with the media independent services (MIS) framework as specified in IEEE Std 802.21(TM)-2017. An extensible IEEE 802(R) media access independent services framework (i.e., function and protocol) is defined that enables the optimization of services including handover and other services when performed between heterogeneous IEEE 802 networks. These services are facilitated by this standard when networking between IEEE 802 networks and cellular networks.
