This guide contains industry best practices for electrical safety of personnel engaged in high-voltage tests and measurements. This guide is applicable only to tests and measurements with an applied voltage above 1,000V. The applicability of this guide to field tests and measurements involving the power system is limited to tests and measurements performed using a separate test source or to temporary measurements of power system performance related quantities (as opposed to metering, relaying or routine work).
