Because it is already a shared vocabulary, there is no need to map it to a new, shared representation in the RAMLET core ontology. At the time of writing, however, there appears to be no expression of the XLink datamodel in OWL, which would limit the implementability of RAMLET. For that reason, the RAMLET working group have modelled XLink in OWL, and made it available with the standard.
