Guide for Planning of Distribution Substations Up to 35 kV in Near-Zero Carbon Industrial Facilities

This document provides technical guidance for the planning phase of distribution substations up to 35 kV for near-zero carbon industrial facilities. It includes energy and carbon baseline assessment, load forecasting and analysis, distributed energy resource planning, system architecture planning, and grid interactivity planning. Near-zero is defined as a state where greenhouse gas emissions are reduced by at least 90% below the baseline by direct mitigation techniques. This document applies to the planning of new, refurbished, or expanded near-zero carbon distribution substations in industrial facilities.
