that Working Groups use IEEE templates for the development
of their draft. Try to break the document down into segments.
Prepare your scope and purpose, based on what you wrote for
your PAR. Then begin your outline.This outline should be thoroughly
reviewed against source materials and working group ideas
to ensure that it is conclusive.
