The first step in beginning a standards development project, whether an individual or entity/corporate activity, in the IEEE-SA is the submittal of the Project Authorization Request (PAR). The PAR is a legal document and the means by which a working group assigns copyright to and indemnification from the IEEE. Every PAR that is submitted must have a sponsor to oversee the project.

Upon submission, your PAR is sent to IEEE staff who will review your PAR to ensure the successful submission to the New Standards Committee's (NesCom).

NesCom meets regularly throught the year to review and consider all PARs submitted. They then provide their recommendations to the IEEE-SA Standards Board. Remember, NesCom has PAR sumittal deadlines; make sure you have allowed adequate time for a thorough review by staff. The earlier you can submit your PAR, the better it will be.
