What is the IEEE-SA Standards Board?
The IEEE-SA Standards Board is established under the IEEE Standards Association Operations Manual. It
- Encourages and coordinates the development and revision of IEEE standards
- Approves the initiation of IEEE standards projects
- Reviews IEEE standards projects for consensus, due process, openness, and balance
The IEEE-SA Standards Board gives final approval to IEEE standards prior to publication and processes all necessary appeals.
Who comprises the Standards Board?
The Board consists of no fewer than 18 nor more than 26 voting members, who are Members or higher grade of the Institute. A liaison from the IEEE Technical Activities Board serves as a voting member. Nonvoting members who may attend meetings include two Members Emeriti.
Additional nonvoting members are the liaison representatives from IEEE Societies and their technical committees, and the Chair of each IEEE Standards Coordinating Committee (SCC).
How are the voting members of the Board selected?
The N&A Committee of the IEEE-SA Board of Governors prepares a slate of candidates for the IEEE-SA Standards Board and the chair of the IEEE-SA Standards Board. They submit this slate to the IEEE-SA Board of Governors, who review the slate and have the option of making changes. The IEEE-SA Standards Board is appointed by the IEEE-SA Board of Governors at their scheduled final meeting of the calendar year.
Who do I contact if I have an interest in serving on the Standards Board?
Names and biographical information may be forwarded to the current Chair of the Standards Board, or the Manager, IEEE-SA Governance, who will in turn forward this information to the IEEE-SA BOG N&A Committee for consideration. This is also the way to forward a name if there is an interest in serving on a Standards Board Standing Committee.
What are the IEEE Standards Board Standing Committees?
There are currently six standing committees of the IEEE Standards Board. Their names and purposes are discussed in the following paragraphs.
Procedures Committee (ProCom)
New Standards Committee (NesCom)
Standards Review Committee (RevCom)
Procedures Audit Committee (AudCom)
Administrative Committee (AdCom)
Patent Committee (PatCom)
This committee is responsible for recommending to the IEEE-SA Standards Board improvements and changes in procedures to promote efficient discharge of responsibilities by the IEEE-SA Standards Board, its committees, and other committees of the Institute engaged in standards activities. The ProCom secretary is David Ringle.
New Standards Committee (NesCom)
This committee is responsible for ensuring that proposed standards projects are within the scope and purpose of the IEEE, that standards projects are assigned to the proper Society or other organizational body, and that interested parties are appropriately represented in the development of IEEE standards. This committee examines PARs and makes recommendations to the IEEE-SA Standards Board regarding their approval. The NesCom secretary is Lisa Yacone .
Standards Review Committee (RevCom)
This committee is responsible for reviewing submittals for the approval of new and revised standards and for the reaffirmation or withdrawal of existing standards to ensure that the submittals represent a consensus of the parties having a significant interest in the subjects covered. The committee routinely examines submittals to ensure that all applicable requirements of the IEEE-SA Standards Board Bylaws and IEEE-SA Standards Board Operations Manual have been met, and makes recommendations to the IEEE-SA Standards Board regarding the approval of these submittals. The RevCom secretary is Moira Patterson.
Procedures Audit Committee (AudCom)
This committee provides oversight of the standards development activities of the societies, their standards-developing entities, and Standards Coordinating Committees (SCCs) of the IEEE-SA Standards Board. The committee is currently reviewing the standards developing procedures of the SCCs. The AudCom secretary is Rona Gertz.
Administrative Committee (AdCom)
This committee acts for the Standards Board between meetings and makes recommendations to the Standards Board for its disposition at regular meetings. The Chair of AdCom is the Chair of the Standards Board. The secretary is Rona Gertz .
This committee provides oversight of the use of any patents and patent information in IEEE standards. PatCom also reviews any patent information submitted to the IEEE-SA Standards Board to determine conformity with the patent procedures and guidelines. The secretary is David Ringle.
What is a Standards Coordinating Committee (SCC)?
When the scope of an activity is too broad to be encompassed in a single IEEE Society, or if an IEEE Society finds itself not in a position to carry out the necessary work, the IEEE-SA Standards Board will establish its own standards developing committee (SCC) to perform this function when necessary. SCCs report directly to the IEEE Standards Board. The current active SCCs of the Board can be found here.
