A PAR is a project authorization request, the means by which standards projects are started in the IEEE-SA. PARs define the scope, purpose, and contact points for the new project.
The PAR form can now be submitted on-line by going to our website at https://standards.ieee.org/cgi-bin/NesCOM/myP_par?start. The form can be submitted by anyone, as long as they are an IEEE-SA member. Once the form is submitted, a confirmation letter will be sent via e-mail to both the Sponsor Chair (or Sponsor Liaison) and Working Group Chair. If either party does not approve of the PAR submittal, they must inform the NesCom Administrator. The signature page must be filled out in its entirety, signed by the the Working Group Chair and faxed to the IEEE Standards Department at +1 732 875 0524 for the PAR submittal to be valid.

Target Extension Request Forms can now be submitted on-line by going to our website at https://standards.ieee.org/cgi-bin/NesCOM/myP_par?start. The option is available under the PAR Actions heading. Once the form is submitted, a confirmation letter will be sent via e-mail to both the Sponsor Chair (or Sponsor Liaison) and Working Group Chair.
As the working group chair or the sponsor, do I need to have an IEEE member number?
Yes, the Working Group chair and Sponsor Chair must be IEEE-SA members.
No, if the Working Group Chair changes, a new signature is required, but a modified PAR is not necessary. Please complete and return a Working Group Chair Change Form to the NesCom Administrator. If the sponsor changes, no new signature is required until it's time for the PAR to be modified.
How hard is it to change a PAR number?
Changing a PAR number requires a request (with a reason) from either the sponsor or the working group chair. This request can be made by e-mail and should be directed to the NesCom Administrator. The request will be put on the consent agenda of the next scheduled NesCom meeting.
