Traditional hydroelectric power plant automation and information systems lack an integrated standard for guidance, which can lead to redundant construction. Information sharing and interoperability among equipment and systems is inconvenient, and there are many other disadvantages, such as redundant investment, long construction period, low reliability, poor coordination, and high maintenance cost. To promote automation and the intelligence level of hydroelectric power plants, this guide proposes the technical architecture of smart hydroelectric power plants, standardizes the function and interface of all related equipment and systems, and states technical requirements for integrated control and management platforms and intelligent applications.This guide specifies the integrated management and control requirements and intelligence requirements for equipment and systems associated with conventional and pumped-storage hydroelectric power plants. Based on IEC 61850, this guide incorporates requirements for communication networks, sensors, local monitoring and control equipment, integrated management and control software platforms, remote centralized control, hydrology telemetry, dam safety monitoring and analysis, economic dispatching control, condition-based monitoring and other expert systems. However, hydraulic and steel structures or generating equipment, such as dams, gates, turbines, generators, transformers, switchgears, and so on are not addressed.
