The purpose of this recommended practice is to allow the HARQ to adapt its transmission parameters to the varying channel state, guaranteeing at the same time 1) use of the fixed bandwidth of the link, 2) improvement of the throughput of the PHY, and 2) the separation of the adaptation between modulation and coding. This recommended practice defines the encoding to be used during the retransmissions done by the Hybrid Automatic Repeat reQuest protocol (HARQ).
