What is the entity project participation (EPP) fee for entity projects in the IEEE-SA?
Payment of the EPP fee is a basic requirement for entities to become voting members of an entity-based working group. The annual per-project fee is currently set at US $3900 per company.

Who decides what the fee will be?
The EPP fee is set by the IEEE-SA Board of Governors, which has fiduciary responsibility for the IEEE Standards Association.

To which entity-based projects does this fee apply?
This fee applies to all entity standards working groups with project authorization requests (PARs) approved by the IEEE-SA Standards Board after July 2005.

What benefits does the fee provide?
Voting membership in an entity-based working group is attained upon payment of the EPP fee and fulfillment of specific working group requirements, if any. Privileges include

    1. The ability to make technical contributions to the draft under development
    2. The ability to make and speak to motions at meetings
    3. Other privileges, as dictated by working group policies and procedures (e.g., the ability to view the private area of the web site, subscription to the members’ email list)
    4. The ability to attain voting rights.

Is the fee the same regardless of the size of the working group membership?
Yes, the fee is the same regardless of the size of the working group, since it is a per-participant fee.

Does my company need to be an entity member of the IEEE Standards Association to participate in an entity-based project, and is this membership included in the entity project participation fee?
Your company does not need to be an entity member of the IEEE-SA to participate in an entity-based project unless the policies and procedures of the working group require it. The IEEE-SA entity membership fee is separate from the entity project participation working group fee.

If my company is an entity member of the IEEE-SA, do we receive a discount on the entity project participation fee?
There is no discount on the entity project participation fee for any participant.

Do voting members both pay this fee and the IEEE-SA entity membership fee?
Voting members of a working group shall pay the entity project participation fee to have voting rights at the working group level for the development of the draft. Entity membership in the IEEE-SA may or may not be required during working group development. However, entity membership in the IEEE-SA or payment of a per-ballot fee is required in order to join a sponsor ballot group and vote in an IEEE Standards Sponsor ballot.

If my company has a large number of employees participating (as individuals) in overall IEEE standards development, do we receive a discount on the entity project participation fee if we participate in an entity project?
There is no discount on the entity project participation fee based on participation in the IEEE individual standards development process.

Why is the entity project participation fee billed on an annual basis?
The annual billing basis for the entity project participation fee aligns with an annual budgeting cycle, allowing organizations to annualize their standards expenses. It also avoids the need to implement a complicated pro-rating of the fee.

Do my IEEE-SA entity membership dues run on the same payment schedule as the entity project participation fees?
The fees do not necessarily run on the same billing schedule, particularly when the entity is involved in multiple working groups.

To whom does my entity pay this fee?
The fees are billed by the IEEE and are due upon receipt.

Is it possible to reduce or waive the fee for small companies or government agencies?
No. Because the fee entitles an entity to membership and voting privileges within the working group, it would not be fair to waive the fee for any entity that decides to participate.

Are there reduced rates for companies in developing countries?
The fees are the same for any company in any area of the world.

If my company joins later in the project’s development cycle, do we still have to pay the entity project participation fee?
The fee must be paid in order to gain and maintain membership and voting rights in the working group regardless of the stage of standards development in the working group.
