Standards Coordinating Committees of the IEEE-SA Standards Board (SCCs)

 

Established by the IEEE-SA Standards Board, SCCs provide a valuable mechanism to oversee the development of standards that are beyond the scopes of individual technical committees within IEEE's societies.

SCC4 Electrical Insulation
SCC Type 2
Chair: Paulette Payne
Staff Liaison: Bill Ash
Formulates guiding principles for the evaluation of insulation materials and systems for electrical and electronic equipment; formulates principles for the identification of insulation materials and systems based on functional tests and/or experience; and coordinates the preparation of standards for functional test programs and diagnostic methods for the evaluation of insulation materials and systems.
 
 
SCC10 Terms and Definitions
SCC Type 2

Ensures consistency in the use of definitions in IEEE standards, maintains IEEE Std 100, screens definitions and terminology in standards proposals that are submitted to the Standards Board for approval and provides current information on definitions to all organizations preparing IEEE standards.
 
SCC14 Quantities, Units and Letter Symbols
SCC Type 2
Chair: James Frysinger
Staff Liaison: Michael Kipness
Studies questions regarding quantities, units and systems of measurement; prepares recommendations and standards on these matters; and provides current information on quantities and units to all organizations preparing IEEE standards. SCC14 maintains the American National Standard for Metric Practice, and advises all IEEE entities on questions regarding metric practices and the application of International System of Units (SI).
 
SCC18 National Fire Protection Association Standards
SCC Type 1

Reviews and coordinates the instructions of IEEE Technical Committees to establish the IEEE position of IEEE representatives to National Fire Protection Association Standards Committees. Establishes the IEEE position on all matters regarding toxicity and fire risk hazard assessment.
 
 
SCC20 Test and Diagnosis for Electronic Systems

Provides for management, technical development, expansion and improvement of ATLAS and other directly related standards.
 
SCC21 Fuel Cells, Photovoltaics, Dispersed Generation, and Energy Storage
SCC Type 2
Chair: Richard DeBlasio
Staff Liaison: Bill Ash
Oversees the development of standards in the areas of Fuel Cells, Photovoltaics, dispersed Generation, and Energy Storage, and coordinates efforts in these fields among the various IEEE Societies and other affected organizations to insure that all such IEEE standards are consistent and properly reflect the views of all applicable disciplines. Reviews all proposed IEEE standards in these fields before their submission to the IEEE-SA Standards Board for approval and coordinates submission to other organizations.
 
 
SCC22 Power Quality
SCC Type 2

Coordinates IEEE activities related to electric power quality as it affects equipment, users, utilities and power and communication systems. This scope also includes the development of guides, recommended practices, standards, and common definitions of terms and phenomena.
 
SCC27 Time and Frequency
SCC Type 2
Chair: Dr. Eva Ferre-Pikal

Develops standards covering needs in time and frequency, including: basic terminology, standards for quantifying and specifying environmental effects on oscillators and frequency standards, quantification of dynamic or transient effects, definition of the interrelationship between the characteristics of time and frequency devices and the specification statements for measurement parameters and uncertainties of the measurement and modeling of noise processes in oscillators as well as in measurement instrumentation.
 
SCC31 Automatic Meter Reading and Energy Management
SCC Type 2
Chair: Lawrence Kotewa
Staff Liaison: Bill Ash
Promotes the research and development of standards, guidelines, and practices in the field of telemetry technology for meter reading, energy management and customer premises equipment. This field includes automatic meter reading and energy management through telemetry technologies (telephone, radio, powerline carrier, cable, etc.) primarily for gas, electric and water utilities.
 
SCC36 Utility Communications
SCC Type 2
Chair: Dan Nordell
Staff Liaison: Bill Ash
Reviews, recommends and solicits the development of standards relevant to the gas, water, and electric utility industries on a worldwide basis with respect to utility communication architecture. This SCC coordinates standards-development activities with other relevant IEEE groups and sponsors standards-development activities that are appropriate to the needs of the utility industry.
 
SCC38 Voting System Engineering
SCC Type 2
Chair: Gary Robinson
Staff Liaison: Bill Ash
SCC 38 will provide an authoritative technical standards resource to provide a system engineering approach in validating election system processes and implementation hardware and software. This will include technical requirements for these systems, testability for validating and calibrating such systems, and providing recommendations for validating alternate election systems approaches. Examples of projects to be considered include:
1. Validation of election machine functioning
2. Recommended maintenance of machine in service, shipment, and in storage between uses
3. Validation that vote was recorded correctly at the time of vote
4. Guidance for valid system operation and associated system activity.
 
SCC39 International Committee on Electromagnetic Safety
SCC Type 2
Chair: Ralf Bodemann
Staff Liaison: Bill Ash
Development of standards for the safe use of electromagnetic energy in the range of 0 Hz to 300 GHz relative to the potential hazards of exposure of humans, volatile materials, and explosive devices to such energy. Such standards will be based on established effects and will include safety levels for human exposure to electric, magnetic and electromagnetic fields, including induced currents from such fields, methods for the assessment of human exposure to such fields, standards for products that emit electromagnetic energy by design or as a by-product of their operation, and environmental limits.
 
SCC40 Earth Observation
SCC Type 2
Chair: Siri Jodha S. Khalsa

The Earth Observations SCC oversees the development of standards that are essential to the functioning of the Global Earth Observations System of Systems (GEOSS). This includes standards related to sensor systems, telemetry and other networked communications, data processing, data archiving and cataloging, data searching and access, data portrayal and decision support systems.
SCC41 Dynamic Spectrum Access Networks
SCC Type 2
Chair: Joanna Guenin
Staff Liaison: Matthew Ceglia
This Standards Coordinating Committee will develop standards related to dynamic spectrum access networks. The focus is on improved use of spectrum. New techniques and methods of dynamic spectrum access require managing interference, coordination of wireless technologies and include network management and information sharing.
