1          CALL TO ORDER

Chair Law called the meeting to order at 10.30 a.m. There was a round of introductions by all present.
                                                                 
2          REVIEW AND APPROVAL OF AGENDA

Chair Law proposed the following modifications to the agenda:

-Consideration of P48 to be at the beginning of Item 6
-Consideration of Item 8.1 to be time specific for 2 p.m.

There was a motion to approve the agenda as modified. The motion was unanimously approved.

3          APPROVAL OF THE 18 March 2009 RevCom MINUTES

There was a motion to approve the 18 March 2009 RevCom Minutes. The motion was unanimously approved.

4          ProCom LIAISON REPORT

Jon Rosdahl, ProCom member, delivered the report. [Please see the ProCom meeting minutes for further information.]

5          ADMINISTRATIVE WITHDRAWALS

There was a motion to submit the list to the SASB for administrative withdrawal. The motion was unanimously approved.

6       PROPOSED STANDARDS FOR REVIEW AND RECOMMENDATION

6.1    New

P802.1Qaw/D5.0 (C/LM) IEEE Standard for Local and Metropolitan Area Networks - Virtual Bridged Local Area Networks - Amendment: Management of Data Driven and Data Dependent Connectivity Faults

Recommendation: APPROVE

P802.1Qay/D5.1 (C/LM) IEEE Standard for Local and Metropolitan Area Networks - Virtual Bridged Local Area Networks - Amendment: Provider Backbone Bridge Traffic Engineering

Recommendation: APPROVE [ 8 = yes; 0 = no; 0 = abstain; 1 = recuse (Barber)]

P1559/D44 (AES/GA) Standard for Inertial Systems Terminology

Recommendation: APPROVE

Some questions were raised about an affiliation declaration. Chair Law noted that judging whether given affiliations are complete or correct is outside of the purview of RevCom. However, if a RevCom member questions a disclosure of affiliation, the process described in the IEEE-SA Standards Board Bylaws, 5.2.1.5, can be followed: “A person who believes that a participant’s disclosure is materially incomplete or incorrect should report that fact to the Secretary of the IEEE-SA Standards Board and the appropriate Sponsor(s).”

Since the IEEE-SA Bylaws state in subclause 5.2.2.3 that 'The Sponsor shall review the ballot group for balance and possible dominance,' this is an area that is within the scope of RevCom. If a RevCom reviewer were to suspect that this review had not occurred, it would be reasonable to ask the Sponsor if it had occurred or not.

David also stated that he had submitted a ticket to the myProject team, requesting that the declaration of affiliation interface be improved. First, in accordance with the IEEE-SA Standards Board Bylaws, 5.2.2.3, declaration of employer needs to be added, in addition to declaration of affiliation; second, explanatory text should be added about why this is required and what the potential consequences of non-compliance are.

6.2    Revision

P48/D5.4 (PE/IC) Standard for Test Procedures and Requirements for Alternating Current Cable Terminations Used on Shielded Cables Having Laminated Insulation Rated 2.5 kV Through 765 kV or Extruded Insulation Rated 2.5 kV Through 500 kV

Recommendation: APPROVE

P836/D17 (AES/GA) Recommended Practice for Precision Centrifuge Testing of Linear Accelerometers

Recommendation: APPROVE

P1613/D2.9 (PE/SUB) Standard Environmental and Testing Requirements for Communications Networking Devices Installed in Electric Power Substations

Recommendation: APPROVE

Sponsors sometimes choose comment resolution status that does not reflect their detailed response or actions. Chair Law will request that instructions for resolution status be clarified, and that the comment spreadsheet downloaded from myBallot contain a link to these instructions.

There was also discussion about the grouping of interest categories on this submittal. Sam Sciacca will discuss the grouping of the interest categories (specifically Rural Electric Utility) with Soo Kim.

PC57.12.24/D4 (PE/TR) Standard for Submersible, Three-Phase Transformers, 3750 kVA and Smaller: High Voltage, 34 500 GrdY/19 920 Volts and Below; Low Voltage, 600 Volts and Below

Recommendation: APPROVE

6.3    Reaffirmation

521-2002 (AES/RS) IEEE Standard Letter Designations for Radar-Frequency Bands

Recommendation: APPROVE

7       EARLY CONSIDERATION PROCESS

Chair Law stated that no Early Consideration teleconference is planned during the summer.

8       OLD BUSINESS

8.1       5.4.3.1 Ad Hoc Report – Chaplin

Clint Chaplin, ad hoc chair, dialed in to present the ad hoc report. The ad hoc’s proposal was approved by RevCom by email ballot and submitted to ProCom for consideration prior to this meeting. The ad hoc also created a list of other issues that RevCom may consider addressing.

During discussion, it was noted that RevCom should be mindful of maintaining a stable standards development process. There was consensus that only items that will fix or clarify a potential problem should be referred to ProCom:

-Consider that a Definitions section be added to the IEEE-SA Standards Board Operations Manual.
-Consider defining ‘end of business’ in section 5.4.3.1.
-Consider defining the term ‘days,’ which is used throughout the OpMan without specifying whether it refers to calendar or business days.

These issues will be forwarded to ProCom with a request that RevCom members be invited to join. Clint expressed interest in chairing that ad hoc.

8.2       Working Guide Update Ad Hoc Report – Parsons

Glenn Parsons, ad hoc chair, gave the ad hoc report. The ad hoc updated and shortened the Working Guide for the Submittal of Proposed Standards, and proposed a draft for approval.

There was a motion to approve the proposed draft. Upon vote, the motion passed (yes = 6; no = 2; abstain = 1).

Chair Law asked that the ad hoc continue to also address how RAC review is accounted for in the submittal process.

The ad hoc proposed moving some of the information from the Working Guide to the Submittal Form Help Page. During discussion, some other changes to the Help Page were also suggested.

There was a motion that RevCom recommend to staff that the proposed changes to the Help Page be implemented. The motion was unanimously approved.

9          NEW BUSINESS

9.1       Matching Requirement of Purpose Between PAR & Draft: RevCom Checklist – Law  

Chair Law pointed out that there is a slight difference in terminology between the IEEE-SA Standards Board Operations Manual and the RevCom Checklist regarding the matching requirement of the purpose between the PAR and final draft:

-OpMan, 4.2.3.2: “For new and revision projects, the scope and purpose of the draft document submitted to RevCom shall match the scope and purpose stated in the approved PAR.”
-Checklist, 2.b: “If the PAR was approved on or after 1 January 2007, the scope and purpose (if included) have to be identical to the PAR’s scope and purpose.”

There was discussion about the terminology. Some preferred the term ‘match,’ as it allows a bit of flexibility for purely editorial issues. Others argued that the requirement should be stricter and require the scope and purpose to be identical, as any change could potentially be technical. They also pointed out that NesCom is now reviewing scope and purpose of PARs with a stricter focus on the fact that they are to be the publishable versions, and editorial issues should be fixed at that earlier stage.

There was a motion that RevCom propose to ProCom to consider that the requirement to ‘match’ be changed to a requirement to be ‘identical’ in the OpMan with respect to scope & purpose (4.2.3.2). The motion passed (yes = 8; no = 1; abstain = 0).

9.2       Hierarchy and Approval of RevCom Documents – Law/Parsons

Glenn Parsons stated that the questions of a hierarchy and maintenance authority of RevCom guidance documents came up at the Working Guide Update Ad hoc.

There was discussion about whether the status of the Working Guide was different from the other documents on the list, because it is specifically mentioned in the OpMan, 4.2.3.2 & 5.5. The question about the status and maintenance authority of this document will be forwarded to ProCom.

Regarding the hierarchy of documents, there was consensus that the RevCom documents are all below the OpMan, and that the hierarchy among them is flat.

As for maintenance authority, it was agreed that the RevCom Conventions, the Submittal Form, and the Review Checklist are approved by RevCom. The Help Page, Submittal Training, and Review Tips can be updated administratively by staff.

Moira Patterson will record the maintenance authority on each RevCom guidance document.

10        NEXT MEETING
The next RevCom meeting will be Thursday, 10 September 2009, in Piscataway, NJ, US. The submittal deadline for this meeting is 31 July 2009.

11        ADJOURNMENT
