1       CALL TO ORDER                  

Chair Law called the meeting to order at 9.00 a.m. There was a round of introductions by all present.

2       REVIEW AND APPROVAL OF AGENDA

Chair Law proposed the following modifications to the agenda, as Phil Barber was going to participate by phone in the discussion of several items:

  1. Consideration of Item 8.1, the 5.4.3.1 Ad Hoc Report, was moved ahead of Item 6.
  2. Consideration of P802.16 and P802.16j was moved to the beginning of Item 6. As P802.16j is contingent on P802.16, the revision of P802.16 was to be considered before the new amendment P802.16j.
There was a motion to approve the agenda as modified. The motion was unanimously approved.

3       APPROVAL OF THE 10 December 2008 RevCom MINUTES

There was a motion to approve the 10 December 2008 RevCom Minutes. The motion was unanimously approved.

4       ProCom LIAISON REPORT

Jon Rosdahl, ProCom member, delivered the report. [Please see the ProCom meeting minutes for further information.]

5       5-YEAR LIST FOLLOW-UP

Moira Patterson stated that the 5-year list was a follow-up item from the December meeting. Several standards had only been granted extensions until March 2009, as insufficient information for an extension to the end of the year had been provided. The default recommendations for these standards were also reviewed.

There was a motion to approve the default recommendations for the 5-year list. The motion was unanimously approved.

6       PROPOSED STANDARDS FOR REVIEW AND RECOMMENDATION

P802.15.4c/D6 (C/LM) IEEE Standard for Information Technology - Telecommunications and Information Exchange Between Systems - Local and Metropolitan Area Networks - Specific Requirements - Part 15.4: Wireless Medium Access Control (MAC) and Physical Layer (PHY) Specifications for Low-Rate Wireless Personal Area Networks (WPANs) - Amendment: Alternative Physical Layer Extension to Support One or More of the Chinese 314-316 MHz, 430-434 MHz, and 779-787 MHz Bands

There was a motion to defer consideration of P802.16j until P802.16 is considered.

After discussion of this item, a question was raised as to the ramifications of having one’s vote recorded. It was clarified that having one’s vote recorded means that a member’s name will be recorded with the vote in the minutes to publically record how that member voted on a particular motion.

Recommendation: APPROVE

P1654/D5 (PE/T&D) Guide for RF Protection of Personnel Working in the Vicinity of Wireless Communications Antennas Attached to Electric Power Line Structures

Recommendation: APPROVE

There was discussion about the legal review of standards that indicate that they may have health and safety implications. Editorial staff said that this is reviewed during the MEC stage.

Editorial staff will add a default comment that the review has taken place in the preliminary comment booklet if applicable.

Recommendation: APPROVE

There was a motion to recommend disapproval, and recommend that balloter Ken Edwards’ comments be recirculated. Wael Diab was assigned as RevCom mentor.

PC37.16/D16 (PE/SWG) Standard for Preferred Ratings, Related Requirements, and Application Recommendations for Low-Voltage AC (635V and Below) and DC (3200V and Below) Power Circuit Breakers

Recommendation: APPROVE [yes = 10; no = 0; abstain = 1]

The Purpose in the PAR contained the following text: “This revision updates the preferred ratings to reflect changes in the state of the art. Ratings for some obsolete products have been eliminated and new ratings added. This revision is coordinated with the changes in companion standards C37.13, C37.14, C37.17, and C37.27.”
Since this is a new project, this text created confusion and appeared inaccurate or incomplete. David Law will inform the NesCom chair of this confusion and ask that attention be paid to similar cases in the future.

6.2    Revision

P516/D13 (PE/T&D) Guide for Maintenance Methods on Energized Power Lines

Recommendation: Disapprove

There was a motion to recommend disapproval, and to recommend that the scope in the PAR and draft be aligned. Sam Sciacca was assigned as RevCom mentor.

Recommendation: APPROVE [yes = 6; no = 2 (Diab recorded); abstain = 3 (Sciacca recorded)]

As this is the first stabilization discussed since the process has been implemented in the myBallot system, there was discussion about the cover letter, ballot announcement, and MEC.
-MECs will be included in future stabilization submittal packages for RevCom.
-Stabilization instruction text for the ballot announcement will be shown to RevCom for comment.

7       EARLY CONSIDERATION PROCESS

There had been preliminary emails to schedule the next Early Consideration teleconference. Based on the responses, Chair Law suggested Friday, 1 May, 4 p.m. ET, and this date was accepted.

8       OLD BUSINESS

8.1    5.4.3.1 Ad Hoc Report - Chaplin

As Clint Chaplin was unavailable, Phil Barber gave the ad hoc report.

Phil stated that the ad hoc had made significant progress in reorganizing section 5.4.3.1 in the IEEE-SASB Operations Manual to make the distinction between initial and recirculation balloting more explicit. As there were still a few unresolved issues, Phil requested that the ad hoc be authorized to complete its work under the existing scope and submit the recommendation to RevCom for an email ballot, so that the recommendation could be considered at the June 2009 ProCom meeting. The committee agreed with this plan.

Since significant portions of text were moved, text changes were not marked in the current draft. It was requested that the draft for ProCom consideration show any changes made to the language, but not reflect movement of text.

8.2    Scope of Reaffirmation Ad Hoc Report - Diab

Wael Diab presented the ad hoc report. The proposal clarifies the text that requires that amendments and corrigenda are part of the reaffirmation of a base standard. It also proposes explicitly stating that, if such documents are omitted during a ballot, they shall be presented to the ballot group during a recirculation.

There was a motion to accept the proposal and forward it to ProCom. The motion was unanimously approved.

8.3    International Activities Ad Hoc Report - Moore

Jim Moore presented the ad hoc report. As the International Program has increased the number of cooperation agreements, Item 13 on the RevCom submittal form needed to be updated. The ad hoc presented a proposal, which also included accompanying language for the Working Guide for the Submittal of Proposed Standards. The questions on the submittal form have been made more concise, but still accurately reflect the current processes and collect the required information.

There was a motion to accept the proposal. The motion was unanimously approved.

8.4    Copyright Information on the Submittal Form - Patterson

Moira Patterson presented a proposal to avoid potential contradictions relating to copyright requirements on the RevCom submittal form. Item 12B on the form asks whether any copyrighted material is included in a proposed standard. Item 16, the submission checklist, asks if copyright releases have been submitted. Occasionally, the fields contained conflicting information.

Moira proposed removing Item 16 altogether to avoid potential conflict. This suggestion also has other benefits:

  • Several items requested in Item 16 can be accessed directly in the balloting system, and therefore the need to submit them does not exist anymore.
  • The administrator checks for required materials that are indicated in Item 12B and elsewhere, regardless of how Item 16 is answered.

There was a motion to remove Item 16 from the RevCom submittal form. The motion was unanimously approved.

9       NEW BUSINESS

9.1    Working Guide for Submittal of Proposed Standards

9.1.1 Section 1.4 - PAR and PAR Approval Letter - Patterson

Moira Patterson requested that the PAR approval letter not be required as part of the RevCom submittal package anymore. The purpose for requiring the approval letter in the past had been that the letter contained the expiration date of the PAR. However, all PARs are now in the myProject system, and the system automatically adds and updates the expiration date on the header of the PAR. Thus, the PAR approval letter has become redundant for the RevCom submittal.

There was a motion to remove the requirement of including the PAR approval letter in the RevCom submittal package. The motion was unanimously approved.

9.1.2 Review of Working Guide - Law

David Law stated that the Working Guide for the Submittal of Proposed Standards needed updating, and that an initial draft was attached. He stated that, since there was not enough time to discuss this, an ad hoc would need to be formed. The ‘Working Guide Update Ad Hoc’ was formed to update the document (Chair: Glenn Parsons; Members: Victor Berman, Bob Davis, Wael Diab, Andy Drozd, Bob Grow, David Law, Moira Patterson).

It was suggested that the ad hoc consider addressing how RAC review is accounted for in the submittal process.

10     NEXT MEETING
The next RevCom meeting will be Tuesday, 16 June 2009, in Tokyo, Japan. The submittal deadline for this meeting is 7 May 2009.

11    ADJOURNMENT

There being no further business, the meeting was adjourned at 2.09 p.m.
