1 CALL TO ORDER Chair Law called the meeting to order at 8.30 a.m. There was a round of introductions by all present. 2 REVIEW AND APPROVAL OF AGENDA Chair Law proposed the following modifications to the agenda:
There was a motion to approve the agenda. The motion was unanimously approved. 3 APPROVAL OF THE 25 September 2008 RevCom MINUTES There was a motion to approve the 25 September 2008 RevCom Minutes. The motion was unanimously approved. 4 ProCom LIAISON REPORT Malcolm Thaden, ProCom member, delivered the report. [Please see the ProCom meeting minutes for further information.] 5 CONDITIONAL APPROVAL REPORT The report was presented as an information item. 6 5-YEAR REVIEW Malcolm Thaden requested that review of the listed PE/ED&PG standards be deferred to the March 2009 meeting. Malcolm will contact the Sponsor to request information on planned maintenance actions. Specifically, the question arose what happens if a corrigendum is approved after the reaffirmation for the base standard has been initiated. Due to the receipt of additional information after consideration of the 5-Year List, there was a motion to amend the 5-Year List to change the recommendation for 1484.11.2-2003 from “administrative withdrawal” to “extend until December 2009.” The motion was unanimously approved. 8 EARLY CONSIDERATION PROCESS Chair Law announced that there will be an Early Consideration telecon on 19 January 2009, at 11 a.m. ET. 9 OLD BUSINESS 9.1 Reaffirmation - Rebuttal Ad Hoc Report – Diab Chair Law noted that the Reaffirmation – Rebuttal Ad Hoc completed its work. He stated that the proposed text had been balloted by email by RevCom and approved by ProCom. Moira Patterson will send the final ad hoc report to RevCom for information. 9.2 Unchanged Portions and Comments Ad Hoc Report – Barber Chair Law noted that the Unchanged Portions and Comments Ad Hoc completed its work. Moira Patterson will send the final ad hoc report to RevCom for information. 9.3 5.4.3.1 Ad Hoc Report – Chaplin Clint Chaplin noted that this ad hoc will continue its work in 2009, and the ad hoc members confirmed their continued interest in working on this topic. 10 NEW BUSINESS 10.1 Proposed Update to RevCom Submittal Form - Item 13: International Standards Activities Proposal – Haasz Jodi Haasz presented a proposal to update Item 13, International Standards Activities, on the RevCom Submittal form in light of recently signed agreements. There was discussion about whether the added categories on the proposal were clear, so the International Standards Activities Ad Hoc was formed to clarify the proposal (Chair: Jim Moore; Members: Bill Ash, Victor Berman, Jodi Haasz, Jim Hughes, and Moira Patterson). 10.2 Stabilized Standards Submittal Process Review – Law Chair Law informed the committee that the stabilized standards process has been implemented and that RevCom will review its first submittals under the current process at the March 2009 meeting. He stated that the submittal package for stabilization submittals is similar to the reaffirmation submittals. 10.3 Working Guide for Submittal of Proposed Standards - Patent FAQs [Information Item] – Law Chair Law informed the committee that a link to the Patent FAQ has been added to the Working Guide for Submittal of Proposed Standards, Item 1.8, Patent Letter(s) of Assurance. 11 NEXT MEETING
