During discussion of this PAR, Ted Olsen proposed that programming in myProject be modified so that the Purpose field is not a requirement for submission. Lisa expressed the concern that the WG be clear as to their intention of having or not having a Purpose clause.

It was agreed that during PAR revision time (March/April of next year) a programming change would be made to clarify the issue. Ted Olsen suggested the use of a radio button option and provided draft text for consideration.

5          OLD BUSINESS

5.1       Ad hoc on International Joint Development Projects - Ford

Andy Ford reported that no action had been taken on this ad hoc since it was formed in March. Jodi Haasz, Program Manager, International Standards Programs, shared that she was working with staff to provide training to clarify procedures and requirements relating to International Standards and Joint Development.

AI: Andy will contact Jodi to discuss the issues and developments thus far. He will then set up a telecon with the ad hoc and will provide the training documents from Jodi prior to the meeting. The ad hoc will have at least one telecon prior to the December meeting.

5.2       Addition of Question 1.4 "Is the balloting group aware of the requested modifications to the PAR? If no, why?" back onto the PAR form - Prevost

At the March 2009 Standard's Board meeting, Tom Prevost reported to the board that NesCom had approved the motion: Question 1.4 will be added back into the PAR form with the following text.  “Is the balloting group aware of the requested modifications to the PAR?  If no, why?” After his report David Law, RevCom chair, asked Tom if they could have a telecon to discuss this action further. During the subsequent telecon, it was agreed that the question does not seem to have much significance and tends to cause confusion for RevCom

Tom reported that, based on his discussion with David, action to implement the motion approved in March was put on hold until he could bring David's concerns back to Nescom for further discussion. After discussion, NesCom agreed that the question was not within the scope of information NesCom needs to approve a modified PAR.

The following motion was made and unanimously approved:

Motion: To not add Question 1.4 back onto the PAR form.

6          NEW BUSINESS

6.1       ProCom Liaison Report

Tom Prevost (speaking as a member of ProCom) reported that RevCom asked ProCom to consider that the requirement to ‘match’ be changed to a requirement to be ‘identical’ in the OpsMan with respect to scope & purpose (4.2.3.2). The motion to do so failed. NesCom decided to issue a comment/response to ProCom regarding NesCom's support of allowing minor editorial edits.

The following motion was made and unanimously approved:

Motion: Share with ProCom that the consensus of NesCom is that it may be appropriate during the RevCom review process to consider “match” as “identical”, subject to editorial corrections approved by the Publishing Staff; further, NesCom would prefer not to require modified PARs raised solely for editorial changes.

6.2       Undocumented NesCom Policy on Base Standard Year - Grow

Bob Grow gave a presentation to NesCom regarding his concern for lack of a documented policy dealing with Amendments PARs for documents that are currently in revision. The PAR form currently requires submission with the year of current base standard, even though the amendment will be to the new standard once it is approved. The unwritten plan had been for staff to automatically update the base standard year on approved PARS when a revision to the base standard is approved. Bob requested that NesCom document this policy and possibly provide an FAQ to clarify. NesCom, while noting that this issue seems isolated to 802 documents, agreed to form an ad hoc to discuss.

AI: Tom Prevost will chair an ad hoc, consisting of Jim Hughes, Bob Grow, Yvette Ho Sang, Lisa Yacone, Michael Kipness and Kathryn Cush to draft a policy and FAQ.

7          NEXT MEETING

The next Continuous Processing telecon of NesCom will take place on 23 October 2009 at 2:00 p.m. ET.
The next face to face NesCom meeting will take place on 7 December 2009 in Piscataway, NJ USA.

8        ADJOURNMENT
There being no further business, the meeting was adjourned at 12:07 p.m. ET.
