1          CALL TO ORDER
Tom Prevost, Chair, called the meeting to order at 9:04 a.m. Introductions were made around the room.

2          REVIEW AND APPROVAL OF AGENDA

Chair Prevost announced there would be a change to the order of items under 7. New Business.  Items 7.3 and 7.4 would be addressed before 7.1 and 7.2.

The Administrator reported that two PARs for the Revision of Standards [P114 and P497] had been removed from the agenda due to lack of Sponsor Authorization.

A motion was made and seconded to approve the agenda as modified. The motion passed.

5          REPORTS


NesCom agreed that for future agendas, Item 5. REPORTS will not be a regular part of the agenda.  If the other committees have items of interest pertinent to NesCom, they can be added to the Agenda before the meeting.

Lisa Yacone reported that AudCom will recommend that the SASB accept the P&Ps submitted by VT/LT.

6         OLD BUSINESS - none

7          NEW BUSINESS

7.1       Changes to PAR form - Yacone

The Administrator reported recent updates to the PAR view including PAR history added to the extension request and clarity added to the extension request layout to emphasize that the original PAR fields are not open to modification.

When asked whether or not adding a staff liaison field to the PAR view was a high priority update, the committee agreed it was not and the open ticket was left as a priority 3.  The committee was reminded that they have access to the myTicket system to report bugs and/or submit change requests to myProject.

AI:  Lisa will send an email to the committee members with the link to myTicket.


The Administrator reminded the Committee that Question 1.4 had been temporarily removed from the PAR view mid-year because of confusion caused by the dynamic nature of the information depending upon when the PAR was reviewed.  A final decision is needed as to whether this question should be abandoned or modified and added back into the form.

The following motion was made and approved.
Question 1.4 will be added back into the PAR form with the following text.  “Is the balloting group aware of the requested modifications to the PAR?  If no, why?”

The Administrator suggested to NesCom that question 6.1.a, regarding review of IEEE-SA intellectual policy, be removed from the PAR form. 

The following motion was made and approved.
Remove Question 6.1.a from the PAR.  Instead text will be added to the Sponsor Approval letter: The working group responsible for this PAR shall make a call for patents and review the IEEE-SA patent material at every meeting. Bob Grow, SASB chair took the floor to express a general concern that our tool, myProject, is implementing policy not supported by governance documents and three specific concerns:

a) Recent disapproval of a standard due to confusion over a change that was made to the Purpose statement of a standard during an Amendment and not carried forward to the PAR for Revision.

Typically, amendments do not make changes to the Purpose statement of a Standard.  This should have been caught by the Working Group or during the Mandatory Editorial Coordination.  As a precaution a note will be added to the instructions for Revision PARs:  “Review ‘Old Scope/Purpose’ statements to ensure any changes made in Amendments or Corrigendum have been captured and the complete Scope and Purpose are listed.

b) Concern that PAR submitters are not checking off the box for RAC review in situations for which it may be needed.

This should be caught at the MEC stage.  Once approved, the PAR form is not modified due to changes in answer to the need for RAC review, knowledge of copyright issues, nor potential for Adoption, Joint Development or Harmonization.

c) Confusion caused by inclusion of the year of the base document in an amendment.

The NesCom conventions currently discourage, but do not disallow reference to the year of a base document.

Jodi Haasz presented a request to ask for additional information in the International Area on the PAR (Section 7).  This information is not pertinent to whether NesCom approves a PAR.  A decision was made to keep the questions as they are for now and staff will investigate various tools to capture the information effectively.

7.2  Revision of NesCom Conventions – Yacone
The Administrator circulated the edited NesCom Conventions for review prior to the meeting.

The following motion was made and approved:
Approve the NesCom Conventions as edited.

7.3       Practical Considerations in Joint Development of Standards with JTC1/SC 7 – Jim Moore
Jim Moore gave a presentation explaining the standards development processes of JTC1/SC7 versus IEEE, highlighting the similarities and differences between the two.  Jim specifically asked that NesCom be aware that JTC1 standards do not include a purpose clause, sometimes have long scope clauses, often change the scope and title close to final draft, and sometimes change from Joint Development to Adoption along the way.  He also requested that NesCom consider making a provision in their rules for revision of “single-part” PARS into multiple PARs, without the need to withdraw and then submit new PARs, thus avoiding the need to form new balloting groups.

AI:  Lisa will email Jim’s presentation to NesCom members.

7.4       Conversion of a PAR from Joint Development to Adoption – Discussion:  All

In light of Jim’s presentation and the need for further discussion of the practical implications of going from Joint Development to Adoption, an ad hoc was formed.  The ad hoc will discuss possible changes to the NesCom Conventions and recommendations to ProCom to cover process issues when dealing with international joint development projects. The ad hoc will be chaired by Andy Ford and include: Narayanan Ramachandran, Jim Hughes, Satish Aggarwal, Jim Moore,  Christina Sahr, Jodi Haasz, David Ringle, Bill Ash, Matthew Ceglia and Lisa Yacone.

8          NEXT MEETING
The next Continuous Processing teleconference of NesCom will take place on 01 May 2009, at
2:00 p.m. ET. The submittal deadline is 27 March 2009.

The next quarterly meeting of NesCom will take place on 16 June 2009 in Tokyo, Japan.
A poll was taken to see how many members were planning to attend the June NesCom meeting.  Six members confirmed they would be in attendance.

9        ADJOURNMENT
