ASTM
International Joins IEEE Effort to Create an Advanced Voting Equipment

PISCATAWAY,
N.J., 10 September 2002 ASTM International has joined
the initiative to create a technical standard for the next generation
of voting equipment underway at the Institute of Electrical and
Electronics Engineers Standards Association (IEEE-SA). ASTM International,
as a global standards organization, contributes a large population
of engineers and broad expertise in materials and testing to this
effort.
The IEEE P1583
(TM) Voting Equipment Standard aims to make the voting process
more reliable, secure and accessible, and help guide states and
others in replacing existing voting equipment. It will encompass
the latest engineering, quality, usability, accessibility, information
and security technologies.
"ASTM
International is pleased to offer organizational assistance in
the development of consensus standards for voting equipment and
systems," says Pat Picarielo, Director of Corporate Development
at ASTM International. "The collective expertise of ASTM's
technical constituency, the body of work they developed, and our
state-of-the-art approach to standards development, when integrated
into the standardization team currently in place, should be important
in accomplishing this critical electoral task."
Stephen Berger,
who chairs the IEEE P1583 Working Group, says, "ASTM International
brings us a deep well of crucial experience. Its knowledge base
will help us build in continuity from basic materials to in-use
testing, so the standard is balanced and well documented. They
also bring us immediate knowledge of the ASTM standards we will
reference in voting equipment specifications."
The IEEE P1583
initiative continues to gain momentum. ASTM joins more than 150
manufacturers, local, state and federal bodies, and other volunteers
helping to generate the new standard. This Working Group is also
collaborating with many other organizations, such as the:

Federal Election Commission,
· National Association of State Election Directors,
· National Institute of Science and Technology,
· National Association of Radio and Telecommunications
Engineers,
· Association of Access Engineering Specialists,
· International Committee on Systems Engineering,
· Information Systems Security Association, and the
· U.S. Transportation and Architectural Barriers Compliance
Board.
Any individual
or organization with specialized technical expertise related to
the development of the voting equipment standard is invited to
