1 CALL TO ORDER
Chair Law called the meeting to order at 9.00 a.m. There was a round of introductions by all present.
2 REVIEW AND APPROVAL OF AGENDA
Bruce Kraemer requested adding a review of the 802.11 revision plan. This was added as 8.1.
There was a motion to approve the agenda as amended. The motion was unanimously approved.
3 APPROVAL OF THE 16 June 2010 RevCom MINUTES

There was discussion about the normative references section, and the following actions resulted:
1) Editorial staff to change the term “referenced” to “consulted” in clause 3.1, “The IEEE-SA Standards Definition Database should be referenced for terms not defined in this clause.” This change is to be made both to the document and the template.
2) The websites that are listed as normative references will be dated and archived.

There was a motion to conditionally approve P1901 conditional on SASB approval of the modified PAR.
When this agenda item came up, Chair Law stated that there had been a request to make this item time-specific for 11 a.m., to allow Bill Ash to dial in. There was no objection.
At 11 a.m., this item was raised for consideration. Discussion was initiated with a motion to approve. Since there was a modified PAR on the NesCom agenda, there was an amendment without objection to make the motion conditional on SASB approval of the modified PAR.
After lengthy discussion, the question was called and the vote was taken.

Initially, there was a motion to recommend approval that passed unanimously. However, some text was later discussed during consideration of another project, and that text raised questions if another legal review might be necessary, and counsel suggested another review.
There was a motion to reconsider, followed by a motion to amend the recommendation to make it conditional upon a satisfactory legal review.

6 EARLY CONSIDERATION PROCESS
6.1 Early Consideration Schedule for 2011 - Law
Chair Law proposed scheduling RevCom Early Consideration telecons for the next calendar year in advance, as this would remove uncertainty about whether there will be an Early Consideration cycle. The challenge in setting a date is that ideally these telecons would be held at a time where the submittal deadline falls after the previous face-to-face meeting, to allow disapproved or deferred submittals to move to the next cycle, but also not so late that final approval would be within only a few weeks of the next face-to-face meeting.
There was discussion about suitable dates, but since there still will be a submittal limit it was decided there would be no value in choosing and publishing dates at this time. Instead this information will be used to guide the final choice of dates that will be made through the process used up until now.
There was also discussion about the best time of day for these telecons, and there was consensus that 10 a.m. ET is the most suitable time for the group.
7 OLD BUSINESS
7.1 Status of Mentored Projects
1428-2004 (PE/IC) IEEE Guide for Installation Methods for Fiber-Optic Cables in Electric Power Generating Stations and in Industrial Facilities
Sam Sciacca, RevCom mentor, reported that there were several calls with the Sponsor regarding 1428-2004. It has been submitted for a recirculation and has been placed on the October Early Consideration agenda.
7.2 Action Item Review
The June action items were reviewed:
Staff will look into providing documents for balloting purposes that do not contain the restricted use language added by Xplore. | Remains open |

7.3 Matching Requirement Ad Hoc Update – Diab
Wael Diab, ad hoc chair, provided the report. He reported that the ad hoc had come to consensus about proposing a new RevCom Convention.
During discussion, Sponsor agreement was added as one of the conditions in the proposal, and the following is the final convention:
RevCom Convention:
Match for the purposes of RevCom is a 100% match with the exception of
- capitalization
- formatting
- editorial changes that
- Sponsor agrees are editorial,
- IEEE staff have already deemed editorial as part of the RevCom submittal package, and
- RevCom agrees.
There was a motion to approve this as a RevCom Convention, and the motion passed (8-0-1).
Glenn Parsons mentioned that he chairs a NesCom ad hoc to determine if a scope can be updated in an amendment PAR, and that RevCom members are welcome to join. Wael Diab, David Law, and Sam Sciacca indicated interest in joining that ad hoc.
8 NEW BUSINESS
8.1 Revision plan of 802.11
This item was deferred to the December meeting, as the meeting was already running past the scheduled end-time.
Geoff Thompson mentioned that there appears to be an inconsistency between the Style Manual and the RevCom submittal guidance materials regarding the submittal of drafts that are normatively referenced.
AI - Look into the process for submitting drafts of normative references and align documentation with it.
9 NEXT MEETING
The next RevCom meeting will be Wednesday, 7 December 2010, in Piscataway, NJ, US. The submittal deadline for this meeting is 18 October 2010.
