1 CALL TO ORDER
Tom Prevost, Chair, called the meeting to order at 9:10 a.m. Introductions were made around the room.

2 REVIEW AND APPROVAL OF AGENDA
Lisa Yacone asked that modified PARs P1815 and P14471 be moved to the beginning of 4.0 PARs for Discussion. Both projects are concurrently on the RevCom agenda for final approval.

Jon Rosdahl requested that numbering be added to the PARs on the agenda and the submission summary page similar to what is provided on the complete comment detail page.

AI: Lisa will submit a ticket with this request to the myProject team.

Andy Ford requested that the text regarding the Continuous Processing telecon in "7 - NEXT MEETING" be edited. "Will take place on" should be changed to "is scheduled for" since the meeting did not take place.

5 OLD BUSINESS

5.1 Ad hoc - NesCom Policy on Base Standard Year - Glenn Parsons
Glenn gave a presentation that described the base standard year issue, gave examples of how 802 documents are affected and the history of how NesCom has dealt with it in the past. He suggested addressing the issue by adding a revised NesCom convention regarding PARs for the Amendment of a Standard to replace an older convention that had previously been deleted.

PARs for the Amendment of a Standard:

• Amendments and corrigenda are balloted documents that give explicit instructions on how to change the text in an existing base standard or an existing amendment.
• After the approval of a PAR to amend an existing standard, it may be necessary to change the year of base standard which the PAR is amending (i.e., if a revision has been approved to update the base standard).  This change is considered administrative and will be modified in myProject by staff.

A motion was made and seconded to approve this convention. Upon vote, the motion passed.

NesCom thanked Glenn for his work on resolving this issue.

6 NEW BUSINESS

6.1 Mentor Tool Presentation - Christina Boyce
Christina gave a presentation on Mentor as a tool that NesCom may be interested in utilizing. Mentor provides many features such as calendar, blog, email, and document posting. NesCom would be able to pick and choose which features to turn on for use. NesCom agreed to start using the calendar feature on a trial basis. Christina will train Lisa in its use.

6.2 Adoption of a Non-IEEE Standard Discussion - Malia Zaman
Malia Zaman informed NesCom that in January of 2010 NesCom had, most likely unknowingly, approved a PAR for the Adoption of a Non-IEEE Standard in which the document being adopted was still in the draft stage. According to the IEEE-SASB OpsMan, 5.6.2.2 Project initiation: "A Sponsor shall submit a PAR for the adoption of a non-IEEE standard to the IEEE-SA Standards Board to initiate an adoption."A "Standard" is assumed to be an approved document. Malia asked for clarification from NesCom as to whether this was a suitable practice. Jim Moore, the submitter of the PAR for the Adoption of a Non-IEEE Standard that was approved, explained his reasoning for submitting a PAR before the document was complete.

NesCom agreed to initiate an ad hoc to discuss the suitability of approving PARs for the adoption of non-IEEE Standards which are still in the draft stage. Mike Seavey will chair this ad hoc. The ad hoc will consist of Michael Janezic, Jon Rosdahl, Jim Moore, Malia Zaman, Bill Ash and Jodi Haasz.

6.3 Can an Amendment Be Used to Update a Scope? - Discussion - All
[Added to agenda during the meeting as a result of discussion surrounding PC37.13a ]
The initial consensus was that an amendment could not be used to update a scope, especially if the change narrows or enlarges the scope. A revision would be needed. After initial discussion it was decided to form an ad hoc to determine if a Scope can be updated in an Amendment PAR. Glenn Parsons will chair the ad hoc. Tom Prevost, Yvette HoSang, and Bill Ash will participate. During the report to the Standards Board on Thursday, Tom will invite members of ProCom and RevCom to participate in this ad hoc.

7 NEXT MEETING
The next NesCom meeting will take place on 29 September 2010 in Berlin, Germany. The submittal deadline of PARs for the September agenda is 20 August 2010.
