5 OLD BUSINESS

5.1 Ad hoc - NesCom Policy on Base Standard Year - Prevost
Tom Prevost reported there had been no activity with this Ad hoc. Glenn Parsons offered to assume chairmanship of this ad hoc. Jon Rosdahl, Hung Ling, Christina Sahr, Michael Kipness and Lisa Yacone will participate.

6 NEW BUSINESS

6.1 Annual Review of PAR Form
NesCom reviewed the PAR submittal form, the PAR form, and the NesCom conventions.

Lisa Yacone captured additional text to be added to the instructions in the PAR submittal form. Lisa will meet with Christina Sahr to implement the changes, including: option in section 5.4 for documents which will not contain a purpose clause, drop down dates that coincide with submittal deadlines in section 4, removal of section 8.2 IEEE Code of Ethics (to be replaced by Obligations checkbox in myProject).

The following changes will be visible on the PAR form reviewed by NesCom:
International fields 7.2a & 7.2c (regarding Adoption and Harmonization) were removed from the PAR view. 7.2b - “Is it the intent to develop this document jointly with another organization?” will remain for NesCom’s review and be renumbered.

One question will be removed from the extension request project plan: "When do you estimate that the final IEEE Sponsor ballot will be completed?"

Update to NesCom Convention # 4:
Clarity in PAR Content and Title: NesCom shall only approve PARs where the title, scope and purpose are sufficiently unambiguous, as to be understandable by a NesCom member not from the society that submitted the PAR.  All acronyms shall be spelled out at first use.

Update to NesCom Convention #5:
Scope and Purpose of the PAR: The scope and purpose of the PAR shall be written in complete sentences and with proper grammar. The scope and purpose should be distinct and separate statements. References to other standards within the scope and purpose shall include the number, title, date (if appropriate), and source of the referenced standards.
For PARs approved after 01 January 2007 for new or revised standards, the scope and purpose (if applicable) must match the scope and purpose clauses of the draft document
submitted to RevCom. Since neither ISO, IEC nor ISO/IEC JTC 1 standards contain a purpose clause, for projects undergoing adoption/joint development with these organizations, the purpose on the PAR shall state “This document will not contain a purpose clause".  A purpose clause is not mandatory.  If the document will not contain a purpose clause, this should be noted on the PAR form.

Upon vote, both updates to the NesCom Conventions were approved.

7 NEXT MEETING
The next Continuous Processing telecon of NesCom is scheduled for 30 April 2010 at 2:00 p.m. ET. The submittal deadline for Continuous Processing has passed.

The next face to face NesCom meeting will take place on 16 June 2010 in Piscataway, NJ USA. The submittal deadline of PARs for the June agenda is 7 May 2010.
